House Bill 3521, the so-called Transfer Bill of Rights and Responsibilities, passed the Oregon Senate by unanimous vote Wednesday, clearing the way for Klamath Community College students to make a more seamless transition from KCC to a four-year institution.

HB 3521 requires Joint Boards of Education to develop new standards for applying credits earned at community colleges, including KCC, to baccalaureate degrees awarded by institutions of higher education within the state. It also calls for development of admissions standards for students with associate transfer degrees. Additionally, the measure paves the way for community colleges to confer associate degrees by accepting credits earned at Oregon universities.

Proponents of the legislation say the changing nature of the state’s student population, which has seen more movement between institutions and an increase in returning older and low-income students, makes these changes necessary now more than ever. With an increasing reliance on community colleges, efficient and effective transfer pathways are necessary to ensure student success. “It’s great that our students will now have a common expectation of what is required for transferring to an OUS institution,” said KCC President Gerald Hamilton. “Our students will no longer have to repeat courses that they’ve completed at KCC.”

A report by the Legislative Fiscal Office indicates that any additional workload associated with the measure should be able to be absorbed by existing staff in the Oregon University System, Oregon Department of Education and Department of Community Colleges and Workforce Development. The report says the measure could likely be implemented with a cost of just $50,000 to the state’s General Fund.

House Bill 3521 passed the Oregon House on April 25, also by unanimous vote.
