The KCC Library is open to all enrolled students, KCC administration, faculty and staff, and all other business, community and educational stakeholders in Klamath and Lake counties. The library provides its users an environment conducive to study and research, with access to books and periodicals, videos, online databases, computers, and basic office equipment such as telephones and a copy machine/printer.

The library adheres to the American with Disabilities Act (ADA)  including Section 504 of the Rehabilitation Act of 1973. Users may contact the College at 541-882-3521 or KCC.Disability@klamathcc.edu to inquire about accommodations.

Students, faculty and staff with current KCC identification have complete access to KCC library materials and services. All other stakeholders have limited access to KCC library materials and services. Limited access use restricts users to on-site research and study. Materials cannot be borrowed without current KCC identification or a valid library card.

Library computers including those in the computer lab are available for use by all Klamath Community College (KCC) stakeholders. Current KCC students have first priority using the computers. KCC Faculty and Staff wishing to use the computer lab for instructional purposes must schedule the lab through the LRC Director or the Librarian.

All computer resources are the property of Klamath Community College. Internet use on college computers, including emails sent via college computers, is monitored by college IS staff. Library staff does not monitor internet use by library patrons. All computer users are subject to the KCC "Network Policies".

All computer users are subject to US Copyright law as prescribed in "Title 17" of the United States Code and liable for any infringement. Limitations on exclusive rights: Reproductions by libraries and archives are addressed in Subject Matter and Scope of Copyright "Section 108." Suspected computer use and copyright violations will be reported to the proper authorities.

College Collection

The library provides its users an environment conducive to study and research, with access to books and periodicals, videos, online databases, equipment, computers, and basic office equipment such as telephones and a copy machine/printer.

Special Collections

The KCC library holds and manages three special collections. The High School Collection of textbooks is for Klamath Falls City and Klamath County School Districts. These textbooks are only available to instructors and students within the program. Loan periods are subject to instructor terms. The Art on Campus Collection is an archived repository held at the KCC library. They are not to be loaned out and may only be accessed in the library.

Faculty/Staff Collection

The KCC Library holds a collection of books available for faculty and staff. This collection supports continuing education and self-improvement. 

Patron Registration

A patron must complete a patron registration form in the KCC library in order to access the library’s physical collections. Faculty, Staff, and Students will then have their KCC ID attached to the checkout system, so that they can checkout items from the library’s physical holdings.

Loans

The loan period for non-reserved books, magazines, and equipment is 21 days. The loan period for non-reserved videos is seven days. Renewal for non-reserved items is three times per item. The maximum number of non-reserved items a user can check out at one time is fifty. The loan period for reserved collection items is two hours and limited to in-library use only. All equipment loans are due at the end of each term.

Hold

A “hold” is an action that library patrons use to “get in line” for a book that is on loan to another patron. Hold materials can originate from the borrower’s home library or consortium member libraries. The KCC library is a member of the Sage Consortium. Being a consortium member allows KCC library patrons to search for and request library materials from all member libraries in fifteen Oregon counties. Sage consortium members can place a hold on checked out non-reserved items. Once hold items become available at the library, borrowers have seven days to retrieve their hold items; items not retrieved go back into circulation or to the next person on the hold list.

Interlibrary Loans

Interlibrary loans (ILL’s) are shared collection materials that participating libraries share. KCC Library patrons must complete an ILL form at the library for this service. There is no charge to the KCC patron for ILL’s. KCC patrons who receive an ILL are responsible for all overdue charges and fines for damaged or lost materials. The lending library determines the overdue charges and fines for damaged or lost materials. The lending library also determines the number of ILL items a borrower can possess at any one time. Non-KCC borrowers may request up to three items via ILL’s from the KCC Library at one time. Borrowers may renew their ILL item(s) if there is not a hold on the item(s) if the lending library agrees. Borrowers should request renewals three days before the due date.

Damaged and Non-Returned Materials

The KCC Library does not charge borrowers for overdue materials as part of an initiative towards increasing accessibility, per ALA Council adoption in 2019. However, after ninety days, overdue materials are considered lost and the borrower is responsible for all costs associated with the replacement of the non-returned item(s). Further, borrowers are responsible for all costs associated with the repair and/or replacement of collection materials damaged during the loan period.

The library adheres to ORS 192.355 (23), which pertains to inspection of public records. Circulation records that can match a patron to specific library materials are confidential. Patron personal information such as email, telephone numbers, mailing addresses or home addresses are confidential. Unless served with a valid warrant from law enforcement, this information is not disclosed to third parties.

The library adheres to the Family Educational Rights and Privacy Act (FERPA), which protects the privacy of student education records. Staff shall not combine student identifiers i.e. their name and student ID number or social security number (SSN) for display. Personal information belonging to staff members such as email, telephone numbers, mailing addresses or home addresses are confidential.

The KCC Library is committed to providing and increasing accessibility through the use of equipment, software, lists of resources, and other useful tools. This access includes reviewing KCC Library standards against the Library Accessibility Alliance’s Library Accessibility Toolkit and adapting as needed.

Open Educational Resources (OERs) offer increased accessibility by offering free and affordable educational resources. The KCC Librarian is a point person for Open Educational Resources, guaranteeing increased accessibility of educational services. The KCC Librarian manages collection development and management of OERs and keeps accountable on the number of OERs on campus.

The KCC Library adheres to the principles of intellectual freedom outlined in the American Library Association’s Library Bill of Rights, the Association of American Colleges' and the American Association of University Professors’ 1940 Statement of Principles on Academic Freedom and Tenure, and the Association of College & Research Libraries’ “Intellectual Freedom Principles for Academic Libraries: An Interpretation of the Library Bill of Rights” and “Standards for Libraries in Higher Education.”

Library patrons shall be respectful of other patrons, staff and college property. Patrons shall conduct themselves in a manner that maintains an atmosphere conducive to quiet study and research. Patrons shall adhere to the Student Code of Conduct, including Title IX. Cellphones and other electronic devices should be set to vibrate or silent while in the library. Telephone conversations should be conducted outside the library. Tobacco products and illegal substances are prohibited.

Library staff shall be respectful of patrons, other staff and college property. Staff shall conduct themselves in a professional manner. Staff shall maintain a positive work environment and an atmosphere that allows for quiet study and research. Staff shall not use college property for personal activities and/or business not related to work. Tobacco products and illegal substances are prohibited.

In an effort to protect college property and maintain a library free from pest infestation, use of consumables in the library is limited. Food and drink while using a library computer are prohibited. When not at a library computer, dry snacks such as those from a vending machine are permissible, as are beverages in covered containers. Patrons and staff are expected to clean up after themselves. If there is a spill, please contact library staff immediately. Alcohol and/or the consumption of alcohol is prohibited. Food deliveries such as pizza are prohibited. Fruits, vegetables, salads, fast foods, etc., are prohibited. Open container beverages are prohibited.

Inappropriate behavior includes any behavior or illegal activity that disrupts the quiet atmosphere of the library or damages college property. This includes, but is not limited to, making noises or speaking loud enough to disrupt the study and research of patrons or the work of staff; it also includes acting in a verbally or physically threatening or aggressive manner.

If a patron has a problem with another patron, contact the library staff in order to resolve the issue. If a patron has a problem with library staff, contact the LRC Director. If library staff has a problem with a patron or other staff, contact the LRC Director. If a patron or a library staff member has a problem with the LRC Director that cannot be resolved then the patron and/or staff member should contact Human Resources or the VP of Academic Affairs.

Collection evaluation procedures provide the guidelines that help ensure the library maintains an appropriate level of currency, depth and breadth to support KCC’s mission, core themes, programs and services, wherever offered and however delivered. Collection evaluation shall be continuous. Library staff will use needs assessment best practices.

• Acquire course text lists from the bookstore at the beginning of each term
• Review KCC Student Inter Library Loans (ILL) and hold requests each month
• Review circulation and database statistics each year

• The general criteria when selecting collection materials includes:
• Relevancy to KCC courses of instruction

• Balance of collection
• Format and ease of accessibility
• Currency of material
• Library space and cost

The KCC Library does not actively seek donations to augment the collection. All donation offers are considered and the item(s) evaluated according to the needs of the library. Any donated item(s) anonymously left at the library will be recycled if not selected to augment the collection.
 

The library’s physical collection shall be cataloged according to the Sage library system standards using the Library of Congress Classification System.

The library’s physical collection shall be inventoried each year.

The library’s electronic (online databases) and physical collection will remain current and relevant. Library staff will follow a deselection assessment and removal schedule and follow best practices in determining which collection items are removed from the inventory. The KCC Librarian determines and finalizes collection decisions.

Deselection Aids

• Review course text lists from the bookstore each term.
• Review circulation statistics for each LC Class on the removal schedule
• Consultation with faculty on currency, relevancy, and accuracy of current materials.

The library supports the "Intellectual Freedom Principles for Academic Libraries"  as presented by the American Library Association (ALA) as well as the "Library Bill of Rights". In summation, the selection, inclusion and deselection of collection materials by library staff should be free from all bias stemming from personal viewpoints whether they be social, religious or political in nature that differ from the intellectual content of the material and/or those persons responsible for creating/producing the material in question. Furthermore, a person’s right to use the library should not be denied or abridged because of origin, age, background or views.[1]

The library shall follow Oregon Administrative Rule (OAR) "166-450-0080", Archives Division/Community Colleges/Library and Media Records.

Statistics are to be kept daily by library staff and IS. Statistics are to be collected monthly by the LRC Director. Statistics should include circulation numbers, new collection purchases, discarded collection materials, ILL’s, computer usage, reference and databases. No statistics are to be kept that can identify library users.

Statistics from data collection and feedback from the planning committee shall be used to plan for library and information resources. The statistics collected will be reviewed by the planning committee for their relevancy and be adjusted accordingly.

The KCC Library offers in-class information literacy instruction to all faculty and/or staff that requests such instruction for their students. Information literacy instruction includes topics such as locating and qualifying the information needed for an assignment and/or research, effectively using and presenting the information and evaluating the success of the completed work.

The KCC Library offers individual and group orientations and tours of library resources.

The KCC Library offers educational and entertainment events to the campus-wide community and to the general public.

The KCC Testing Center provides testing and proctoring services to all enrolled students, KCC administration, faculty and staff, and all other business, community and educational stakeholders in Klamath and Lake Counties and elsewhere. Testing and proctoring services are provided during regularly scheduled hours of operation. Some exams require a fee. Please contact the testing center for details.

Testing center staff is not authorized to interpret examinations or authorize additional time and/or aids not specified in the instructor’s directions. KCC Testing Center guidelines are those provided by third party testing companies or KCC faculty. Testing center personnel shall immediately report any irregularities in the administration of tests. Staff shall return examinations to faculty members in the manner selected on the “Instructor’s Proctoring Request” form.

The Testing Center’s provides testing and proctoring services for a variety of assessments to KCC students, collaborating colleges, local and state licensing agencies and other community stakeholders. Testing candidates receive a fair and distraction-free testing environment. This helps to ensure assessment validity and testing integrity, thereby facilitating student success and supporting the achievement of professional and personal goals.

In order to provide the most efficient and consistent testing services to students, faculty members must be specific as to the instructions and conditions under which examinations are to be administered. For this purpose, the KCC Testing Center requests that faculty complete the “Instructor Proctoring Request” form. The KCC Testing Center is not a substitution for the classroom and is not available for entire classroom testing. Further, due to the nature of the testing center, the KCC Testing Center cannot proctor unmonitored exams, open-book or open-note exams or exams where students are allowed multiple aids i.e. books, notes, calculators, spell checkers, etc., unless specifically requested by the instructor.

1. Arrange to take the test at the KCC Testing Center.
2. Make an examination appointment at the KCC Testing Center at least two days in advance.
3. Contact the KCC Testing Center as early as possible to cancel an appointment.
4. Clear any changes in appointment time, date or conditions with the KCC Testing Center if such changes are needed.
5. Arrive on time. Failure to arrive when scheduled may affect other testers and time available to complete tests. After fifteen minutes, late testers are considered a “no show” and will lose their test seat.
6. Seating of new testers will end ninety minutes prior to closing.

1. No placement tests will be administered on the day of New Student Orientation.
2. Visitors are not permitted near the test room during the examinee’s scheduled test.
3. Minor dependents are prohibited from the test site. Please arrange for proper supervision of minor dependents off-site prior to testing.
4. Valid photo ID is required to test.
5. No talking or disruptive behavior is allowed in the test room.
6. Access to personal items is not permitted during the test.
7. Examinees must have the proctor’s permission to leave the Testing Center.
8. All scratch paper must be returned to the proctor before leaving the room (unless otherwise noted in the test instructions).
9. All examinees must comply with any instructions or requests made by the test proctor. Failure to do so may result in dismissal from the test session.
10. Proctors are authorized to dismiss testers from the test center for any violation of the test center policies, examinee misconduct, or cheating.
11. Take only those items into the testing room that are authorized.
12. All personal items must be secured in a locker during the test. Lockers are provided for your convenience.

The following items are not allowed in the testing room:

• Food or beverages of any kind
• Watches, Fit Bits or any other electronics
• Hats, any head covering (except as required for religious purposes)
• Outer garments i.e. jackets, vests, gloves etc.
• Sunglasses
• “Smart” glasses (recording/video/internet capabilities)
• Phones of any kind
• Pencil sharpeners
• Rubber bands and latex/rubber wrist bands
• Earbuds, earpieces, Bluetooth, wireless headsets, MP3 etc.
• Cameras, any recording or image copy device including thumb drives
• Keys
• Purses or wallets
• Backpacks or book bags
• Any other item at the discretion of the Test Proctor

Eyeglasses and calculators are subject to inspection. The instructor must approve calculators.

Examinations are often important and stressful experiences for examinees. Staff must be professional and maintain an environment conducive to testing. Lessen auditory and visual distractions. Be clear and concise when explaining the rules of the testing center and providing instruction to the examinees.

Examinees are expected to be behave in a manner that is not disruptive to other examinees or staff. Engaging in misconduct may result in dismissal from the test session and further disciplinary action, including, but not limited to, suspension of KCC Testing Center privileges.

• Giving or receiving unauthorized assistance of any kind.
• Using any aids (books, notes, calculators, computers, websites, etc.) that are not authorized in writing by the proctor or KCC faculty.
• Attempting to take an examination for someone else.
• Failing to follow examination regulations or the instructions of staff.
• Causing a disturbance of any kind.
• Removing or attempting to remove questions and/or responses or notes (in any format) from the KCC Testing Center.
• Attempting to remove scratch paper from the KCC Testing Center.
• Tampering with the operation of the computers for any function other than taking the examination.
• Sharing a calculator with other examinees.
• Talking with other examinees during a test.

Staff are to keep accurate records and statistics of all exams and funds associated with exams. Keep triplicate receipts for all funds collected. One receipt is for the examinee, one for the testing center’s files and one for the business office.
