Klamath Community College (KCC, in Klamath Falls Oregon is requesting proposals from qualified firms to provide architectural services for the Childcare Learning Center (The Project), a multi-phase single story building(s) to increase educational opportunities and childcare capacity for the community. KCC is working with Klamath County, and the Oregon Child Development Coalition, and others, to address the local need for these services. The College has developed a conceptual plan/study for The Project, found as Attachment E of this RFQ This conceptual plan will be used as the general scope of work for all standard architectural services in connection with The Project, to include all design devolvement for the project. This includes Architectural Design, Engineering, Civil engineering, utility and street and entrance access, working with ODOT and Klamath County for Street access points, etc. In addition, the Architect will provide any other specialty and auxiliary services to ensure complete design and contract administration services. Additionally, KCC requests a professional engineering estimate be supplied with the project.

I had a small handful of questions regarding the CLC RFQ. They are:
- Does KCC want resumes of key staff listed in the section mentioned (Firm Description) or in an Appendix?
- Does KCC want 1-page resumes of key sub-consultant team members as well as key architectural staff?
- If we included tabs (for convenience of readers), would they count toward the total 15-page limit?
- If we included a Table of Contents (TOC) page, would it count toward the total 15-page limit?

1.Please list Key Staff in Firm description and one page resume in the appendix is preferred the appendix resumes will not count against the 15-page total.
2.Yes please provide one page per key member. This will not count against the 15-page limit.
3.Tabs will not count against the total number of pages.

- Can KCC provide the draft agreement they intend to use with all the requirements included since they require the architect (and consultants by association) to be bound by those requirements, or can KCC provide the insurance requirements for the project?
- Can KCC provide any guidance on the composition of the selection committee and/or the interview committee?

- KCC will furnish detailed draft agreement and any insurance requirements for the project to the firm selected for the project.
- Composition of the selection committee will not be furnished.
- The interview committee members will be furnished to those selected for interview.

This Notice of Intent to Award is subject to execution of a written contract and, as a result, this notice does NOT constitute the formation of a contract between Klamath Community College and the apparent successful Proposer. The above-named apparent successful Proposer shall not acquire any legal or equitable rights relative to the contract services until a contract containing terms and conditions acceptable to Klamath Community College is executed. If the apparent successful Proposer fails to negotiate and execute a contract with Klamath Community College, Klamath Community College may revoke the award and award the contract to the next highest ranked. Klamath Community College further reserves the right to cancel this Notice of Intent to Award at any time prior to the execution of a written contract.

Each proposal submitted must contain a statement as to whether the Proposer is a resident

The Proposer shall be required to follow those requirements set forth in the competitive
procurement standards of 2 CFR Part 200, including but not limited to:
- Proposals will be evaluated based on a matrix to evaluate the best value for KCC. The

Q) Will the College accept electronic submission of proposals? And/or, will the College accept a single copy of the proposal to reduce the amount of money spent on photocopies and mailing costs?
Response) Three copies of the RFP Are required for submittal, no electronic copies will be accepted.
Q) There are multiple roof plans and one-line diagrams in the bid documents, can you please clarify which docs we are bidding to?
Response) The bidding is based on the one line drawings highlighted in blue.
Q) Is it acceptable to specify different products from the ones in the bid documents, as long as they are equal or better?
Response) No all products specified are to reduce our service and maintenance cost to match existing PV system.
Q) Can the College provide an electronic copy of the building plans?
Response) No, the college is working on digitizing building plans and are not available at this time.

I. Introduction
Klamath Community College is seeking food service vendor(s) to occupy one or more of its commercial kitchens and storefront; to maintain business hours with hot and cold prepared food available to students, staff and the general public. Food would need to be available no less than every weekday in which school is in session.
The facilities in Building 4 include an indoor walk-up food order and pickup window. There is capacity in the pickup area to set up tables for dining just in front of the food ordering area with a small commercial kitchen with the capacity to meet the reasonable needs of the storefront. In the same building there is a large commercial kitchen with a walk-in refrigerator and freezer which has historically been used for classroom instruction but which could be used for a catering or restaurant business. Finally there is an additional classroom-sized area adjoining the large kitchen which could be used as an exclusive dining area.
We are seeking applicants who are interested in using one or all of these spaces to help give more food options to the students, staff and guests of the campus. We want to make food available and affordable for our students while also creating a business opportunity for the vendor to reach new potential market farther from traditional city restaurant locations.
Our campus frequently hosts events for students, staff, and the general public which often requires catering services or food trucks to meet the high-volume needs. Some of these events include student kick-off events, welcome week events, advisory committee meetings, community events such as Comic- Con, graduation, all-employee meetings, all-employee parties, job fair, benefits fair, resource fair, and more. Small regular events include board of education monthly meetings and weekly cabinet meetings.
This is a good opportunity, as there are low startup costs and low monthly overhead. The College is located at the intersection of two highways entering into Klamath Falls from the South and the East, which would make this location an attractive potential eatery for people entering town from outside the immediate area. It is also close to several healthy middle-income neighborhoods while only being a few minutes from the heart of downtown Klamath Falls. We want to build a relationship that will help meet the needs of our students while serving as an opportunity for a local business to grow.
II. Overview
KCC is requesting proposals for food service vendors for the main campus located at 7390 South 6th Street, Klamath Falls in the food service area in Building 4. The general use area in Building 4 currently includes a fitness center, the office of student services, the career services center, the aviation department, and several other offices. The building is used throughout the year to host the College’s largest indoor events, both for the school, private events and the general public. The food services area includes a small commercial kitchen with an indoor walk-up food order and pickup window. There is capacity in the pickup area to set up tables for dining just in front of the food ordering area which are cleaned and maintained by KCC’s internal facilities department. In the same building there is a large commercial kitchen with a walk-in refrigerator and freezer which has historically been used for classroom instruction but which could be used for a catering or restaurant business. There is ample space for perishable and dry good storage across the three spaces dedicated for food service as well as a large array of fixtures and appliances available for tenant usage. These fixtures include commercial sized espresso machine, grills, fryers, ovens, mixers, proofers, steamers, refrigeration and dishwasher(s). Finally there is an additional classroom-sized area adjoining the large kitchen which could be used as an exclusive dining area.
The campus has enjoyed consistent growth over a long period and continues to expand as its appeal extends to traditional students, non-traditional students, and international students. Our highest priority is to make the campus a place that is conducive to student success while serving as a positive member of the larger community.
Along with creative entrees, made to order grilled specials and combos, an emphasis should be placed on freshly prepared and healthy food options such as salads, soups, wraps, pitas and deli style sandwiches to be included with various complimenting side dishes, beverages, as well as brewed and specialty coffee at a reasonable price.
Klamath Community College educates approximately 2,000 full-time-equivalent students each year while serving about 4,000 individuals of all ages in various educational categories. KCC also employs a work-force of approximately 400 staff both full- and part-time. For additional information, please visit www.klamathcc.edu.

III. Award
Proposer’s submissions will be judged on the following:
- Days, times, and hours of operation offered
- Price point, variety, quality and appeal of food/beverage offerings Additional evidence which will be considered if submitted:
- Narrative summary of the history of the proposer in the food service industry
- Written testimonials or online reviews of proposer’s current or previous business(es)
- Business plan (either current or previously submitted for similar ventures)
- Credit report
- Proposed monthly rent (bids do not need to include estimated cost of utilities or commercial dishwasher usage)
KCC reserves the right to:
- Accept or reject late proposals at its sole discretion
- Accept or reject any and all proposals, or any item or part thereof, or to waive any informalities or irregularities in the proposals.
- Withdraw or cancel this RFP at any time without prior notice and makes no representation that any contract will be awarded to any firm responding to this RFP.

REQUEST FOR QUOTATION (RFQ)
Well Drilling Rig design-build Services
Invitation
Klamath Community College, Oregon is requesting quotations from qualified firms to provide design-build services for the Well Drillers Program at Klamath Community College. Services will include all related design and build services for the Well Drilling Rig in connection with this larger project.
Project Scope
The project will consist of a new Water Well Drilling Rig as part of the larger Well Drilling program;
- Design a Well Drilling Rig that will work with specification for the project provided by attached specifications document (Doc A). Basic out line of project attached. Full Well Drilling Rig specifications are available for review.
- Coordinate with Mark Griffith and well drillers advisory committee on the manufacturing and construction time frames for this project as part of the evaluation process.
- The budget for this project is approximately $950,000.00
- Well Drilling Rig will have expandability in the design so that the rig could have additional equipment added to the base machine now or in the future.
- We are expecting a program official launch for our Fall Term 2023. Time will be of the essence so, all good faith efforts will be made to meet the time line. KCC is aware of material and supply issues and will work with vendor to work toward completion.

Proposals must be received no later than: Monday, May 1st, 2023???, 3:00 pm. No quotation may be submitted after the time and date set for the proposal opening.
All proposals submitted shall contain a statement as to whether the bidder (responder) is a resident or nonresident bidder (responder), as defined in ORS 279.029.
Each proposal shall show compliance with Equal Opportunity requirements and provide Worker's Compensation Insurance for its employees as per ORS 656.029. All subject employers working under the contract are either employers that will comply with ORS 656.017 or employers that are exempt under ORS 656.126. The basis of selection will be an initial screening of proposals by the selection committee and a panel interview, if necessary. The selection committee may at their discretion invite the recommended finalist(s) for interviews. Interview requirements will be distributed to the finalist(s) selected for interview. The selection committee will forward a recommendation to the Vice-President CFO of Administrative Services

1. SELECTION PROCESS
- Proposers must submit three (3) copies of the proposal, with one (1) copy clearly marked as the original to Klamath Community College Architectural Services Selection Panel, 7390 South 6th Street, Klamath Falls, OR
- Quotations must be received no later than Monday, May 1st 3:00 pm. Emailed, facsimile or any type of electronic response to the Request for Quotation will not be accepted. Quotations received after the due date and time will be returned unopened. It is the responsibility of the vender to ensure that their document is received at the correct location and on
- The vendor will be selected on the basis of several factors, including, but not limited to: experience, qualifications and references. Proposals submitted in response to this RFQ will be reviewed and evaluated by a selection committee. The award recommendation will be submitted to the VP CFO of Administrative Services. The College is open to negotiating the terms and conditions related to the scope of work and related fees and costs. The College will proceed to negotiate a contract with the top-ranking firm.
- By signing and returning the proposal the vendor acknowledges they have read and understand the terms and conditions contained in the solicitation document and accept and agree to be bound by the terms and conditions of the solicitation document.
- Contractors shall use recyclable products to the maximum extent economically feasible in the performance of the contract work set forth in this

2. WRITTEN QUESTIONS, COMMENTS AND ADDENDA

No oral questions will be accepted. Questions will be answered by addenda to the RFQ. Proposers are asked to submit questions, if any, as early as possible during the quotation Questions will be accepted until July 13, 2023
- If in the College’s opinion, additional information or interpretation is necessary; such information will be supplied in the form of addenda. Addenda shall have the same binding effect as though contained in the main body of the Request for Quotation. Final Addenda, if needed, will be issued July 13, 2023.
3. PROPOSAL COSTS/CONTRACT AWARD
- All costs of the quotation process are solely the responsibility of the vendor. The College reserves the right to reject any or all proposals, or to modify or cancel this solicitation. Award of a contract is subject to Board
- Contract terms and conditions are negotiable after contractor selection.
4. PROPOSAL SUBMITTAL REQUIREMENTS/EVALUATION CRITERIA.
- An original and three (3) copies of your proposal should be submitted on 8 ½ by 11 inch paper. Proposals should include a response to each of the following categories and the signed certifications (Attachment A; B; C). Proposals shall be limited to 15 one-sided pages, not including the cover page, the cover letter, or staff resumes which shall be limited to one page per staff member. (5 points)
- Firm Description. Provide a brief description of your firm’s history, the type of work you have done, and your capabilities. If this is a joint venture, provide the information for each of the firms involved. List key staff and their experience and capabilities as well sub-consulting firms that will be part of your team, including engineers and cost-estimators, and your history with those sub-consulting firms on prior projects. (5 points)
- Experience on similar projects. Please include information on 3 related past projects including the engineers estimate, contractors bid amount, and actual project final cost. Provide your history of completing similar projects on time and within budget. Specifically identify at least two Oregon educational project completed in the last 10 years and include construction costs. (20 points)
- Overall Project Approach. Describe your firm’s knowledge and understanding of the project and your overall approach to complete the project. Describe methods and concepts proposed for this project to meet client needs as well as budgetary considerations. (10 points)
- Approach to Schedule and Availability. Describe how you will ensure that the owner’s requirements are met in terms of schedule. Describe recent, current and projected workloads of your staff and resources and the proposed amount of time each staff would spend on the project. (10 points)
- Experience in Klamath Falls. Please describe your team’s experience working in Southern Oregon and Klamath Falls including experience by all sub-consulting firms, and your familiarity with the community and construction climate. (15 points)
- Please provide us with the names, email addresses and phone numbers of at least three project references that are knowledgeable about your work product and process. (10 points)
- Project value. Provide specific technical information to understand the systems potential value. This would include information such as the potential systems generation capacity, expandability, maintenance, and other relevant project specifics. (25 points)
5. ADDITIONAL REQUIREMENTS

- All subcontracting or assignments of contract shall be subject to the written approval of the College and proposer shall be wholly responsible for the performance of all sub-Firms and for their acts and omissions. Nothing contained in the contract documents shall be construed to create any contract between the College and any sub-Firms.
- CANCELLATION: Klamath Community College reserves the right to cancel award of a contract at any time before execution of the contract by both parties if cancellation is deemed to be in the College’s best interest.
